Proposal Development and Submission

OIRC can assist with proposal coordination, decisions to bid, reviewing and editing proposals, and packaging and submission of proposals.

Important deadlines

  • At least 15 business days prior to deadline: OIRC alerted to opportunity and assistance requested
  • 5 business days prior: Full proposal due to OIRC (including technical narrative, workplans, supporting documents, etc.)
  • 3 business days prior: Full proposal due to OSP
  • 1 business day prior: Proposal submitted to donor by OSP
  • Proposal Coordination: OIRC can create calendars, convene meetings, collect documents, and keep the team on track for on-time or early submission. Please refer to our timeline below for meeting important internal deadlines. We will provide you with a packet containing templates and forms for you to fill out for us.

Decision to Bid

OIRC has a process for deciding whether a particular opportunity makes sense for MSU to pursue.

We do several rounds of editing. We make sure you are addressing the requirements of the solicitation and maximizing your score by comparing against evaluation criteria. In addition to editing for flow, language, grammar, and punctuation, we provide some level of technical editing. We also ensure that the document meets the font, margin, and other technical requirements of the solicitation.

Packaging and Submission

We convert documents to PDF and upload into governmental forms, or package the proposal and/or package as required by the donor and/or solicitation. We either submit to OSP so they can submit to the donor, or we can do the email submission on your behalf if you would like.
